American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators floated a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The effect on Americans from the lengthiest closure of the US government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
President's Proposal from Florida Resort
As weekend session got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the patient," one senator stated.
Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Opposition lawmakers expressed alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an developing proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another way ahead" after Republicans rejected an offer to reopen the government and extend the payments for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the tax credits.
"Inaction is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some analysts suggested that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that failed to garner enough backing in 2017.
